Offline flight navigation: which app works without a network

In short: Offline flight navigation is not a yes-no feature, but a list. Map, terrain, airfields, airspaces, navaids, reporting points, and traffic patterns can be pre-loaded onto the device and then continue to run without any connection. Weather, internet-based traffic, and NOTAMs (Notices to Airmen, i.e., official short-term messages), on the other hand, are live data that no one can preserve: you fly with the status from the last download.

The moment comes faster than you think. You turn into the Inn Valley near Kufstein, the valley narrows, the bars at the top of the screen decrease, and eventually they're gone. Or you fly out over the North Sea, or through one of the quiet corners of the Hunsrück, where mobile reception has always been a matter of luck. What happens on your iPad now is not decided at that moment. It was decided beforehand, on the ground, when you set up the app.

That's why "can the app go offline?" is the wrong question. The right one is: Which specific layers can it go offline, and which cannot?

EuroPilot Connect originated from the Sport- und Segelfliegerclub Bad Waldsee-Reute , based at EDMZ, 660 meters of grass, runway 14/32, not on the drawing board of a software company. How do you recognize a true offline flight navigation app?

You can recognize an offline flight navigation app by three characteristics that you can check on the ground in a few minutes.

  • A conscious selection before the flight. Can you specify what goes on the device? Without this selection, you won't know what's available in the cockpit.
  • A visible download with progress and scope. If you don't see how much has been downloaded and which data layers are included, you cannot rely on it.
  • A persistent state that survives an app restart. A temporary cache that is empty on the next start is not an offline inventory.

In addition, there is a fundamental limit that applies to every app, regardless of the manufacturer: weather, traffic, and NOTAMs are constantly being generated. No download in the world can store data that did not even exist at the time of the download. An app can only show you the status you last retrieved.

Which data is stored offline on the device, and which never is?

Two things fall outside this pattern, and both are worth a closer look.

GPS does not require a cellular network, but not every iPad has GPS. Positioning is purely reception of satellite signals and works even in airplane mode. The catch: Only iPads with a cellular module (the Cellular models) have a built-in GNSS receiver. A Wi-Fi-only iPad does not have one, and even with a full country package, it needs an external GPS source, otherwise the aircraft symbol will remain stationary. Check this before you rely on it: The airplane mode test on the ground looks completely normal on a Wi-Fi-only iPad because the map is there.

FLARM bypasses the internet, but only shows FLARM. If a FLARM device is connected to the iPad via Wi-Fi, its targets are mixed into the same traffic layer as ADS-B, and FLARM collision warnings remain active as a safety feature, regardless of whether you have the traffic layer enabled or disabled on the map. This is a direct connection between two devices in the cockpit and has nothing to do with cellular service. Without a network, however, you will only see FLARM-equipped aircraft; the internet-based ADS-B component is completely absent. Why is "map offline" alone not enough?

A stored map alone does not make flight navigation. The map shows you valleys and towns, but it doesn't show you that on the way from Augsburg (EDMA) to Friedrichshafen (EDNY), the Memmingen control zone cuts across the direct course.

The difference lies in the aeronautical layers above: airspace classes with upper and lower limits, mandatory reporting points, frequencies, traffic patterns, restricted areas. These are precisely the layers that distinguish a Navigation app for pilots from a hiking app, and these are precisely what are missing if an app only caches map tiles.

Instructions: download a country offline and check offline operation

The test takes less than ten minutes and is done on the ground. Do it once before you rely on it for the first time.

  1. First, check if your device has GPS at all. Only iPads with a cellular module have a GNSS receiver. If it's missing, you'll need an external GPS source before the rest makes sense.
  2. Download the country you are flying in. Tap it in the country selection and wait for the progress to complete. The package includes the base map, terrain, airfields, airspaces, navaids, runways, reporting points, traffic patterns, and airfield layouts.
  3. Download the neighboring countries you might divert to. For a flight from Augsburg (EDMA) heading south, this includes Austria and Switzerland, not just Germany. Alternate airfields are often across the border.
  4. Check on each device individually that the package is actually loaded. Don't rely on the second device having the same status as the first device.
  5. Get the weather briefing and NOTAM briefing for the route, as long as you still have network access. Both are snapshot data: the status you have now is the status you fly with.
  6. Switch the device to airplane mode and then restart the app once. No Wi-Fi, no mobile data.
  7. Trace the route on the map and zoom in. Do terrain, airspaces, airfields, and reporting points remain visible? Gray tiles or a loading spinner are a sign that a piece is missing.
  8. Call up your destination and an alternate airfield. Frequencies, runway direction, and traffic pattern must be available without a connection.
  9. Check your device's charge level and the mount. The best offline map won't help if the iPad shuts down in the sun.

If something remains blank in step 7 or 8, you noticed it on the ground instead of in the valley. That's exactly what the test is for.

What happens if the connection breaks mid-flight?

The moving map draws terrain and aeronautical layers from the offline data. A loss of connection therefore does not affect these layers: offline is the basis on which the display operates, and not an emergency mode it falls into.

What does change are the live layers. If you lose reception in the Allgäu or the Alps, the weather picture ages from that moment, and internet-based traffic disappears. Both are not defects, but the nature of this data. The important thing is that you know which display is current and which is old.

Do you still have to carry a paper chart?

Current and suitable chart material is required, not paper. For non-commercial operations with aircraft other than technically complex motor-powered aircraft this is regulated in the EU by NCO.GEN.135 in Annex VII (Part-NCO) of Regulation (EU) No 965/2012: Current and suitable aeronautical charts for the area of the planned route and for all routes to which the flight could reasonably divert must be carried. How do you keep offline data current?

Aeronautical data follows the AIRAC cycle: a cut-off date every 28 days, the same worldwide, as determined by ICAO. EuroPilot Connect resynchronizes the aeronautical data with the server when a new cycle begins; this does not require an app update from the store.

For you, this means: If you haven't flown for a while, open the app with network access before your next flight. Anyone who takes a three-month break in winter skips three AIRAC cut-off dates. A country package from back then might show you an airspace boundary that no longer exists.

And the exception that is easily overlooked: NOTAMs appear continuously and are not tied to the 28-day cycle. A closed runway, a temporarily activated ED-R, a failed lighting system: these occur between two cut-off dates. Offline doesn't necessarily mean an app. In practice, you'll encounter three ways, and many pilots combine them:

  • The country package of a navigation app. In EuroPilot Connect, the map and aeronautical layers are together on the device, and the position updates live. This is the method described in this article.
  • The official AIP VFR and approach charts as PDF. The publisher for Germany is the DFS DFS via the AIP VFR, for Austria Austro Control, for Switzerland Skyguide. Conditions and procurement methods are available there firsthand.
  • The printed ICAO chart 1:500,000. Requires no power or reception, but ages between two editions.

Which method suits you depends on how you fly. The combination of a loaded country package and a second, independent source is the approach that ensures you're not without a chart if a device fails.

Common errors in offline navigation

  • Only the departure country loaded. From Lake Constance, you're across a national border in a few flight minutes. Download the neighboring countries as well.
  • Relied on the cache. What you looked at yesterday is not a loaded package. Only a conscious download is a stored asset.
  • Second device never checked. The iPad in the side pocket is only useful if it has loaded the same package.
  • Weeks without network contact. There are 28 days between two AIRAC cut-off dates. A winter without flying skips several of them.
  • Assumed weather was current. Without a connection, the weather picture silently ages. Remember when you last loaded it.
  • Wi-Fi iPad without external GPS source. Map is there, position is not. Not noticeable on the ground.
  • Only tested in flight. The airplane mode test can be done on the ground in a few minutes.

How to test any other app in ten minutes

The following test works in any app, regardless of the manufacturer, and it answers the question that no advertising text answers:

  1. Download what the app offers as offline content, and note which data layers are mentioned.
  2. Turn on airplane mode and restart the app again. Content that doesn't survive a restart isn't truly stored.
  3. Zoom to a route you've never opened before. What appears there did not come from a cache.
  4. Search for airspaces, reporting points, and the traffic pattern of your home airfield. A map alone is not enough.
  5. Check what the app says about the age of the data. A visible status is worth more than a promise.
